Delegate Householder moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 146 -- H. B. 146 -- A Bill to amend and reenact §16-53-1 of the Code of West Virginia, 1931, as amended, relating substance use disorder; clarifying who is eligible to receive funds;  providing the secretary with discretion to decide who is eligible to funds; and removing certain limitations on funding limitations.
